FBI Special Agent Michael R. McGowan, (Retired)

Retired FBI Special Agent Michael R. McGowan served in law enforcement for more than 35 years, first as a Police Officer/Detective, and for the past 30+ years with the FBI with a specialized concentration in UCOs, having participated in excess of 50 FBI UCOs.

He successfully infiltrated Italian LCN and Russian Organized Crime groups, Mexican drug cartels, Outlaw Motorcycle gangs, contract murderers and corrupt public officials, all resulting in significant arrests, seizures, and lengthy incarcerations. He has been recognized at the highest levels of the FBI and Department of Justice, both domestically and internationally, for his FBI UCO assignments.

SA McGowan also served as an FBI Undercover Coordinator for more than 20 years. SA McGowan was an original member of the FBI’s first national undercover team, serving as Operations Senior Team Leader.

SA McGowan was an instructor at the FBI Undercover Certification School in Quantico, Virginia, and also provided instruction on undercover matters for international law enforcement partners at the FBI’s International Law Enforcement Academy (ILEA) in Budapest, Hungary.

SA McGowan created, coordinated, and conducted the FBI Boston Regional Undercover School, which has now trained over 400 law enforcement officers in New England.

He also served an operational counselor for the FBI’s Undercover Safeguard Unit, evaluating undercover FBI personnel for operational/psychological readiness assignments.

SA McGowan has been qualified in federal court as a subject matter expert in Undercover Operations.
